You need to forgive tutor @ikleyn -- English is not her native language, so sometimes she doesn't read it very well....
Her average walking rate is 4mph; her average speed walking rate is 5mph. The question asks what percentage 4mph is of 5mph.
4/5 = 0.80, converted to a percent is 80%.
