The allotment for fruits is twice as much as for everything else; that means the allotment for fruit is 2/3 of the total. 2/3 of Php5100 is Php3400.
So the allotment for fruits is Php3400 and the allotment for the meat and milk is Php1700.
Then, of that Php1700 allotment for meat and milk, the allotment for meat is Php300 more than the allotment for milk. A little logical reasoning and simple mental math says the allotment for meat is Php1000 and the allotment for milk is Php700.
If you need an algebraic solution, it is quite simple:
x=allotment for milk
x+300=allotment for meat
x+x+300=1700
2x+300=1700
