The domain is the set of allowed x inputs.
The range is the set of possible y outputs, based on what the inputs are.

If we plug in x = -4, then we get,
h(x) = 2x+2
h(-4) = 2(-4)+2
h(-4) = -8+2
h(-4) = -6
That means the input x = -4 leads to y = -6
The domain value -4 pairs with the range value -6

If you repeat for x = -2, then you should find that h(-2) = -2. So -2 is also in the range.

The value 4 is in the range because h(1) = 4
Finally, the value 8 is in the range as it pairs with the domain value 3

The range is {-6, -2, 4, 8}

To graph this, you will plot four points and nothing else.
Each point is a paired domain and range value
The four points to plot are:
(-4, -6)
(-2, -2)
(1, 4)
(3, 8)
