Set them equal
so 18d+3=18d+2
they will never be equal. That may be the point of the problem, or there may have been an error in writing the problem. I canoed there nearly 60 years ago. Nice place. The picture I use was taken at Source Lake there.

To make a selection,  it is not necessary to have two cost functions equal at some day.
