Using the vertex form of a parabola,  where(h,k) is the vertex
 vertex (-3,2)  
 y = a(x+3)^2 + 2
 P(-1,0)
 0 = 4a+ 2
 -2/4 = a = -.5  and Standard form:
 y = -.5(x^2 + 6x + 9) + 2 = -.5x^2 + 3x -9/2 + 2 = -.5x^2 + 3x -5/2
