Without having clear description in the post, I don't know what   5%2F39  lottery means --- can only guess.


I will assume that among 39 tickets there are 5 winning:

    - one for the 1st prize;
    - one for the 2nd prize;
    - one for the 3rd prize;
    - one for the 4th prize;
    - one for the 5th prize.


Then the probability to win the second prize bying one ticket is  1%2F39.
