when x = 17, y = 15/4 only.
when x = 15/4, y = 17 only.
when x = 15, y = 17/4 only.
when x = 17/4, y = 15 only.
this fits the definition of a function where each x has one and only one distinct value of y.
therefore, the relation, expressed as a pair of points, is a function.
your domain is the set of all possible x values = {17, 15/4, 15, 17/4}
your range is the set of all possible y values = {15/4, 17, 17/4, 15}
the fact that the same values are in the domain and the range is irrelevant.
