You can  put this solution on YOUR website! compared to f(x)=2^x, this graph is shifted to the left and down 3 units. This will lower the graph at the outset, but it will climb a power of 2 earlier or to the left of the parent graph. 
base graph (-1, 0.5), (0, 1), (1, 2), (2, 4) 
new graph without shift of -3 (-1, 1), (0, 2), (1, 4), (2, 8) 
these are all shifted down 3 (-1, -2), (0, -1), (1, 1), (2, 5) 
The domain is all x
