Question 1170896: What is the difference between an open and closed circle?
Answer by Theo(13342) (Show Source):
You can put this solution on YOUR website! these are used to mark the endpoints of lines.
if the circle is open, it means the endpoint value is not included.
if the circle is closed, it means the endpoint value is included.
here is an answer from another tutor who, i believe, has answered the same question.

as far as a circle not connected with defining the endpoints of a line, a complete circle is a closed circle.
an open circle could be defined as an arc, since the arc doesn't go all the way around the circle.
if the arc goes all the way around the circle, it represents the circumference of the circle.
i've never heard of the arc being described as an open circle, however, so this may not be correct, even though it might be logically derived.
i did check the web and found no references of open circle except in reference to the end points of a line.
if none of this answers your question, then please provide the context in which you are asking the question so it can be determined exactly what your mean.
