This is not a math problem; it is a guessing game. And likewise for ANY problem like this.
With no information about what kind of sequence is it, any numbers can be used in the two empty spots and it will be a valid sequence.
Spend as much (or as little) time as you want trying to find a logical pattern that tells you what the missing numbers are.... But realize that any answer you come up with might not be "right".
