You mix  x quarts of the 4% butterfat and (30-x) quarts of the 1% butterfat.


The equation for the butterfat is


    0.04x + 0.01*(30-x) = 0.03*30


From the equation


    x = %280.03%2A30-0.01%2A30%29%2F%280.04-0.01%29 = 20.


ANSWER.  20 quarts of the 4% butterfat milk and  the rest, 30-20 = 10 quarts of the 1% butterfat milk.
