Use Pythagoras. The distances south and west are the legs of a right triangle and the hypotenuse that you need to calculate is the distance of the town from the center of the storm. If the hypotenuse is significantly more or less than the radius of the storm, the news report is incorrect. You will need to decide whether 14 km is significant enough.
