Option B: 6 - 1 × 13 + 1
Option C: 5 × 12 + 6
Option D: 2 + 3 × 13 - 12

You need to get to 66.
Option C makes sense, because there are 5 seats across*12 rows with the last row being 6 seats.
Option B gets to 66 but is more convoluted. There are 5 rows of 13, so (6-1)*13 does work, but more mathematically and not quite in the scope of this problem. The +1 is the center seat in the back row.
The other two choices don't equal 66.
