The total is 0.40+x.
Remaining voters are 1-(0.40+x)=0.60-x
3/5 of them slightly support it. that last part would be 0.36-0.6 x
So strong or slight support would be x+0.36-0.6x=0.36+0.4x
equation is total support=0.36+0.4x
Check with 20% in favor and 40% opposed
40% are left and 3/5 of them or 24 % support it
That would make total support 44%
0.36+0.4x=0.36+0.08=0.44
