Putting a question mark at the end of the string of words does not make it a question.

It is not a question unless it contains a verb telling us what we are supposed to do....

Are we supposed to find the cost of the helmet and jersey? That's impossible, because no numbers are given.

Are we supposed to write an expression that represents the cost of the two items?

Is it something else....?
