x%5E2-%288%2F9%29x%2Bb%5E2=64%2F81%2Bb%5E2.......to completing the square you add b%5E2 to both sides
where b=%288%2F9%29%2F2=4%2F9

x%5E2-%288%2F9%29x%2B%284%2F9%29%5E2=64%2F81%2B%284%2F9%29%5E2.........you adding %284%2F9%29%5E2=16%2F81
%28x-4%2F9%29%5E2=64%2F81%2B16%2F81
%28x-4%2F9%29%5E2=80%2F81

Squaring matrix%281%2C3%2C+1%2F2%2C+of%2C+b%29 and then ADDING the result to each side of the equation result in:
Can you now see what has been added to both sides, after comparing the final equation to the given one?
P.S. IGNORE what that woman says. She doesn't have a CLUE. "b" is NOT 4%2F9.
If you compare , it will be quite clear to you what coefficient "B" represents.
