The circumference of the circle that the tip of the minute hand travels through
every 60 minutes is 2πr = 2π(4) = 8π inches.  

So its linear speed is 8π inches per 60 minutes or 8π/60 or 2π/15 inches per
minute.

In 5 minutes (from 2:10 to 2:15), the tip of the minute hand travels

(2π/15 in/min)∙(5 min) = 2π/3 inches.
