Due to that simple reason that your opinion is "apriori wrong".

The question is invalid, as suggested by the response from tutor @ikleyn; ANY next number makes a valid sequence.
This kind of problem (if well formulated!) can be good for helping students look for patterns in the given numbers. But NO MATTER HOW LOGICAL AN ANSWER YOU MIGHT FIND, you can NEVER know that it is the "right" answer.
I recommend you look at each problem like this and try for a minute or two to find a pattern in the given numbers; but don't spend a lot of time on any such problem, because any answer you come up with is only a guess.
One pattern in this problem is very noticeable to me:
16 to 61: reverse the digits
76 to 67: reverse the digits
82 to 28: reverse the digits
Now look for a pattern that...
turns 1 into 16
turns 61 into 76
turns 67 into 82
Use that second pattern with the last given number, 28, to GUESS the next number.
