since 20 minutes is 1%2F3 of an hour, means time is 3 times less than hour, consequently speed will be 3 times greater
so, speed will be 120%28km%2Fh%29
proof:
as you know

if s=40+%28km+%2F+h%29 time is t=1h
and d=40+%28km+%2F+h%29%2A1h->d=40+km+
if s+%28km+%2F+h%29 time is t=20min->20min=%2820%2F60%29h=%281%2F3%29h
so, d=s%2A%281%2F3%29h
since in both cases distance is same, we have
40km=s%2A%281%2F3%29h
s=40km%2F%281%2F3%29h
s=3%2A40%28km%2Fh%29
s=120%28km%2Fh%29

Informally, using common sense -- as tutor @ikleyn says:

The distance is the same; the time is 2/3 as much (20 minutes instead of 30). That means the speed has to be 3/2 as much.

40kmh * 3/2 = 60kmh

ANSWER: 60 km/hr
