This problem is posed INCORRECTLY - I just had a chance / (a pleasure) to note it couple of days ago,
when the problem arose for the first time at the forum.
The matter is that in a normal city, in addition to employed and unemployed, there are other categories of habitats:
children, students, housewife, retired.
Therefore, as formulated, the problem is fault.
Please do not post it to the forum again.
It is good for recycling, only.
