As the condition says, the tank is half filled, and  1%2F2  of its volume should be filled.


The combined net inflow of the two pipes (inlet and drain) is  


    1%2F6-1%2F8 = 20%2F120+-+15%2F120 = 5%2F120 = 1%2F24  of the tank volume per hour.

So, with two pipes opened, the filling of the rest half of the tank volume will take  %28%281%2F2%29%29%2F%28%281%2F24%29%29 = 24%2F2 = 12 hours.    ANSWER
