if the perimeter is 38 inches, we have
2%28L%2BW%29=38
L%2BW=38%2F2
L%2BW=19......substitute L from eq.1
W%2B7%2BW=19
2W=19-7
2W=12
W=6

L=W%2B7.....eq.1, ....substitute W
L=6%2B7
