The difference 3%2F4 of the tank volume minus 1%2F8  of the tank volume weights  34 - 11.5 = 22.5 pounds.


Again:  

    %283%2F4%29%2AV - %281%2F8%29%2AV = 22.5 pounds, 


Multiply everything by 8

     6V - 1V = 180

     5V      = 180

      V      = 180%2F5 = 36.


So, the weight of water, filled the full tank, is 36 pounds.

Hence,  3%2F4 volume of water in the tank weights  %283%2F4%29%2A36 = 3*9 = 27 pounds.


It implies, that the emty tank weights  34 - 27 = 7 pounds.    ANSWER
