Sally's rate of work = 1/4 room per hour
Steve's rate of work = 1/8 room per hour

Rate working together = 1/4 + 1/8 room per hour = 3/8 room per hour

If they can paint 3/8 room per hour, that means it takes them 8/3 hours to paint the room.
