.

Does Chris want to  INCREASE  or to  DECREASE  the photo  ?

The word  "resize"  itself does determine nothing . . .

So,  INFLATE  or  DEFLATE  ?

Question is a little unclear. Resize by area, or resize by linear dimensions?

If by AREA is meant, then
24%284%2F3%29=32 square inches

%284%2Bx%29%286%2Bx%29=32
x%5E2%2B10x%2B24=32
x%5E2%2B10x=8
x%5E2%2B10x-8=0

x=%28-10%2B-+sqrt%28100%2B4%2A8%29%29%2F2
x=%28-10%2B-+sqrt%28132%29%29%2F2
x=%28-10%2B-+2%2Asqrt%2833%29%29%2F2
x=-5%2B-+sqrt%2833%29
highlight_green%28x=-5%2Bsqrt%2833%29%29
This x value is about 0.7446 inches.
Very nearly 3%2F4 inch increase in each dimension.
