            I read and interpret this problem differently.

            Therefore,  my solution and my answer are different.


Let x be the number value. Then


    x - 8 <= 5.


Add 8 to both sides.  You will get    


    x <= 5 + 8 = 13.


ANSWER.  x <= 13.

I know English is not your first language; so let me help you out here.

"8 LESS THAN A NUMBER" is clearly "x-8".

Although it is unusual use of English, "8 LESS A NUMBER" means the same as "8 minus a number", which is "8-x".

8 less THAN x --> 8 subtracted from x --> x-8

8 less x --> 8, minus x --> 8-x
