Let "b" be the cost of one pack pf balloons and
let "p" be the cost of one pack pf plates.
Then from the condition, you have the system of these two linear equations
10b + 4p = 34.50 (1)
b + 3p = 11.25 (2)
Solve it by any method you know (you love or you prefer).
For example, you may express "b" from equation (2) and substitute it into equation (1), using SUBSTITUTION.
