It is with a great difficulty I can understand what is written in the post and what does the author mean 
and what does he (or she) want.


My first question is:


    When the post asks  "whether or not it is a function" , 

    to which object/subject does it relate : to the circle or to the relation ?


In other words, who is " it " in this question ?  - the circle or the relation ?


As the problem is presented in this post, it deserves to be displayed

on a special exposition/exhibition as an example on how a Math problem  SHOULD  NOT  be formulated.


At such exposition/exhibition,  it may win one of the first / (of the top)  10  prizes.
