The number of distinguishable arrangements is  9%21%2F%284%21%2A2%21%2A3%21%29 = %289%2A8%2A7%2A6%2A5%29%2F%282%2A6%29 = 1260 in this case.


In the denominator, the factors 4!, 2! and 3!  serve to account for multiplicities of the identical items / flags.
