2cm to represent 10 units
divide 2cm by 10 and get how many cm represent 1 unit
2cm%2F10=%281%2F5%29cm=0.2cm=2mm
so, graph it on

start with x axis, go to 2mm line and mark it 1, 4mm line and mark it 2, 6mm line and mark it 3, ....and so on
repeat same with y axis
