I am afraid I do not understand your question adequately.

The problem lists three categories of users:

    1)  users from outside the United States;

    2)  users who log onto website every day;

    3)  the United states users.

Then the problem' question asks "Are there only 2 possible outcomes ?".

Don't you see something strange in that how the problem is build ?
