Multiply the first equation by 3 (both sides), and you will see that it becomes identical to the second equation.

It means that the two equations are EQUIVALENT and represent the same line.

Such equations/systems are called dependent.

They have INFINITELY MANY solutions (all points of coinciding straight lines).
