(1) If he has a quarter, that is 25 of the 40 cents; 15 cents remain.  He can have either 1 dime or no dimes; nickels will make up the rest.

(2) If he has no quarters, then the number of dimes he can have is any number from 0 to 4; again nickels will make up the rest.
