Very unclear, leading to multiple possible interpretations; and therefore not worth the time to try to find the answer.
The place value of the 8 in the NYC population is 1,000,000.
"... than the 8s in the Los Angeles population"
Does that mean...
... the sum fo the two 8's (16)?
... the sum of the place values of the two 8's (100,000+1000 = 101,000)?
... the sum of the values of the two 8's (800,000+8000 = 808,000)?
... or yet something different?
Don't use "...times greater than...". Most people think "3 times greater than" is the same as "3 times as large", but it does not. "3 times greater than x" is x, plus 3 times x, which is 4x.
Re-post the problem clearly if you expect anybody to try to help you with it.
