Let amt. of 2% milk be "x" gals : Amt of fat is 0.02x gals.

Amt of whip cream is "35-x" gals; Amt of fat is 0.09(35-x)]=3.15-0.09x gals

Amt of mixed is 35 gals; amt of fat is 0.04*35 = 1.4 gals

EQUATION:
fat + fat = fat
0.02x + 3.15-0.09x = 1.4
-0.07x = -2.1
x = 30 gallons (amt. of 2% milk in the mix)
35-30 = 5 gallons (amt of cream in the mix)
