When 9x = 81 + 2 pi
then x = 9 + 2pi/9
and the cosine repeats itself, so
the period = 2 pi/9
The phase shift is 81
Domain is infinity
Range is y = [-22 , 18]

To find the phase shift, you need to factor out the coefficient of x.

y=20cos%289x-81%29-2 --> y=20+cos%289%28x-9%29%29-2

The phase shift is 9 degrees, not 81 degrees.
