The line x= 9 is a vertical line.

Perpendicular to it is a horizontal line.

All horizontal lines have an equation of the form y = c, where "c" is some constant term.

Since our horizontal line must go through the point (-5,5), the constant term "c" in the previous equation is 5: c= 5,

so the equation under the question is y= 5.
