The two statements are equivalent.

According to statement b, the new rate of $9.33 per $1000 of value is a 12% tax hike -- i.e., $9.33 per $1000 of value is 112% of the previous rate. So the previous rate was

9.33%2F1.12+=+8.33

So the old property tax rate was 8.33/1000 = 0.00833; the new tax rate is 9.33/1000 = 0.0093; the increase in the property tax rate is 0.0093-0.0083 = 0.001 = 0.1%.
