percent of change is really easy.
it goes from 8 points to 10 points, so you take the larger number and subtract it with the smaller number.10-8=2
then you take the number left over and divide that by the original number.2/8=1/4
you then convert that to a percent. 1/4=25%
the percent of change is 25% it is an increase
