A line with slope m and containing a point (h,k) has an equation, if in the point-slope form, of y-k=m(x-h). Standard form for a linear equation should take a form Ax+By=C. That should clear up some questions for you.

A line perpendicular to y-3=3%28x%2B1%29 would usually have a different y-intercept and slope will be -1%2F3.
y-k=-%281%2F3%29%28x-h%29
y-k=-x%2F3%2Bh%2F3
y=-x%2F3%2Bh%2F3%2Bk
y=-x%2F3%2B%28h%2F3%2Bk%29
y=-x%2F3%2Bb, and you do not know b, unless or until you have a point that the line contains. This is shown in slope-intercept form.
