y=-5 has slope of 0
Therefore it is horizontal with a y-value of -5 everywhere, regardless of x.
(-4, 9) is parallel to y=-5, so that must have slope 0 as well. That means that its equation is y= constant
and x doesn't matter. The constant is 9, the value of y everywhere.
answer is y=9
That will contain (-4, 9) and (any x, 9) and be parallel to y=-5
