Without formal algebra....

(1) First count the 8 "extra" quarters; that's $2.00. What remains is equal numbers of quarters and dimes worth a total of $3.15.
(2) 1 quarter and 1 dime together are worth $0.35.
(3) $3.15 divided by $0.35 is 9; so the remaining coins are 9 quarters and 9 dimes.
So together what they have is 9 dimes and 9+8=17 quarters.
