I read your function as f(x) = 2%2F%283x%2B2%29.


The domain EXCLUDES the value of "x" which makes the denominator equal to zero:


3x + 2 = 0  ======>  3x = -2  ======>  x = -2%2F3.


This value  x = -2%2F3 is excluded.
