I would say it passes it 23 times. Each hour from 1:00 am - 11:59 am, it passes it once. That would give 11. Then at noon, it passes it once it changes to 12:01 (or slightly after noon). Then another 11 more from 1:00 pm - 11:59 pm. However, when it passes it after midnight, it's the next day. So, I say 23.
