309=282b^9
b^9=309/282=1.0957
b is the 9th root of that or 1.0102, rounding only at the end.
in 2020, using the last answer, pop=282(1.0102)^20, or 345.36 million. If I used the initial unrounded value, the result would be 345.54 million.
