Since it is a rectangle, the 2 opposite sides must be equal+length
AC+and BD are opposite
therefor:
2y%2B7=3y-4...........minus 2y+ from both sides
7=y-4...........add 4 to both sides
11=y

AC and BD are DIAGONALS of the rectangle, not sides. 
The diagonals of a rectangle are congruent so set them equal to each other and solve for y.
