Consider each outcome of the first spin, and find which outcomes on the second spin satisfy the conditions.
If the first spin is 9, then the second has to be even; and 9*4 is more than 20. So the only sequence of spins with first spin 9 that satisfies the conditions is (9,2).
Do the similar analysis if the first spin is 4, 3, or 2....
Then count the total number of sequences that satisfy the conditions.
