Just write an equation for exactly what it says
2%2F3x - 9 = 7
add 9 to both sides
2%2F3x = 7 + 9
2%2F3x = 16
get rid of the annoying fraction, multiply both sides by 3, cancels the 3
2x = 3(16)
2x = 48
x = 48/2
x = 24
