Unclear for at least a couple of reasons....

Is "log19 ..." log, base 19, of ...? or is it log(base 10) of 19?

"to base 10" is BAD language. "to" is used to indicate powers (exponents), not logarithms.

...or perhaps "to base 10" corresponds to the phrase in the statement of the problem "using the indicated base".

I would guess that the intended problem is to express log, base 19, of 53.875 as a ratio of logs base 10. But I'm not going to spend any time working that problem if I don't know it's the right one.
