Hello!

Since A=%28b1%2Bb2%29%2F2%2Ah that means that 224=%2820%2Bx%29%2F2%2A16 (I just subtitute)

If 224=%2820%2Bx%29%2F2%2A16
= 448=%2820%2Bx%2916 (I just multiplied 2 to both sides)
=448=320%2B16x (I just distribute 16)
=128=16x ( I just subtracted 320 to both sides)
=8=x ( I just divide 16 to both sides)

Since x is the 2nd base that means that 8 is the 2nd base.
The answer is 8m.
